Frank Hartman is an associate focusing in litigation and governmental relations. Mr. Hartman, a West Virginia native, earned a B.A. from the Evergreen State College in Olympia, Washington in 1991, and a J.D. from the West Virginia University College of Law in 1999. He is a member of the West Virginia State Bar and the American Bar Association, and is admitted to practice in all state and federal courts in West Virginia.
Mr. Hartman served as a law clerk for the 26th Judicial Circuit of West Virginia under the direction of the Honorable Thomas H. Keadle, (1999-2000) and then maintained a private practice of law in a family firm, Hartman & Hartman, PLLC, in Buckhannon, West Virginia, with an extensive civil and criminal caseload (2000-2005). Mr. Hartman then served as the Consumer Advocate in the West Virginia Insurance Commission, appointed by Governor Joe Manchin (2005-2008).
Since joining Lewis, Glasser, Casey & Rollins in September, 2007, Mr. Hartman served as a registered lobbyist for business interests in the State of West Virginia during the regular legislative session and is litigating matters pending before various state courts. Mr. Hartman is a graduate of Leadership West Virginia - a statewide program created by the West Virginia Chamber of Commerce to develop, strengthen and connect emerging leaders for the Mountain State. He is currently a member of the West Virginia Chamber of Commerce Government Relations Committee and serves on the West Virginia Board of Examiners in Counseling.
Mr. Hartman’s experience includes:
- Prosecution of consumer complaints against health insurance providers and property and casualty carriers before the state regulatory authority to obtain coverage for individuals previously denied by their insurance provider.
- Representing children with special needs to ensure schools are in compliance with state and federal regulations guaranteeing a child’s right to a free and appropriate public education.
- Representing individuals and businesses in litigation and appeals before various circuit courts and the West Virginia Supreme Court of Appeals.
